Below are documents, maps, handouts and other materials developed during the Heart of Fairfield Plan process. The City will continue to add new items to this page as we move through the project, so please check back regularly.  


Heart of Fairfield Plan (adopted)

The City of Fairfield is pleased to announce that on May 2, 2017, the Fairfield City Council approved by a vote of 3-0 the Final EIR, Findings, Statement of Overriding Considerations, Mitigation Monitoring Report, Heart of Fairfield Plan, and associated General Plan Amendments.  

In the summer of 2014, the City initiated a community-based process to develop a vision for the revitalization and transformation of the Downtown and West Texas Street areas. The City used an extensive community input process to develop the draft Heart of Fairfield Plan – which will guide City, stakeholder, and community investment for years to come. The Plan outlines a strategic approach for how to achieve appropriate new development, public infrastructure and transportation improvements, amenities, and public safety enhancements. 

The Heart of Fairfield Plan is a tool that will be used by the City of Fairfield, its residents, and the business community to help shape a vibrant city center over the next two decades and beyond. Click on the links below to view and download the Heart of Fairfield Plan.




Final Environmental Impact Report

The Final Program Environmental Impact Report (Final EIR) has been prepared by the City of Fairfield in accordance with the California Environmental Quality Act (CEQA) and associated CEQA Guidelines. The Final EIR consists of the following two volumes:

(1) The Draft EIR (see below), which was circulated for a 45-day State agency and public review and comment period beginning on February 6, 2017 and closed on March 23, 2017; and

(2) The Final EIR document, which includes a list of all commenters on the Draft EIR during the Draft EIR public review period; speaker comments from the March 8, 2017, City of Fairfield Planning Commission public hearing on the Draft EIR; verbatim versions of all written communications (letters and emails) received during the Draft EIR review period; the responses of the EIR authors to all environmental points raised during the public hearing and in the written communications; and associated revisions to the Draft EIR. None of the revisions to the Draft EIR represents a substantial increase in the severity of an identified significant impact or the identification of a new significant impact, mitigation, or alternative considerably different from those already considered in preparing the Draft EIR.

 


Draft Environmental Impact Report

The Draft Program Environmental Impact Report (Draft EIR) has been prepared by the City of Fairfield in accordance with the California Environmental Quality Act (CEQA) and associated CEQA Guidelines to describe the potential environmental consequences of the proposed Heart of Fairfield Plan. The Draft EIR is intended to serve as an informational document for use by public agency decision makers and the public in their consideration of the proposed Plan. If the EIR is certified and the Heart of Fairfield Plan adopted, the EIR will be used by City and agency staff to help implement the Plan.

The community will have 45 days or until March 23, 2017, to review and comment on the Draft EIR. A Planning Commission public hearing to receive comments on the Plan and the EIR is tentatively scheduled for March 8, 2017. Click on the links below to view and download the Draft EIR. 




Environmental Impact Report Notice of Preparation (NOP)

The City of Fairfield will be the Lead Agency and will prepare a Draft Environmental Impact Report (DEIR) for the proposed Heart of Fairfield Plan. As such, the City will conduct a scoping meeting for the purpose of soliciting comments of adjacent cities, responsible agencies, trustee agencies, and interested parties requesting notice as to the appropriate scope and content of the DEIR. The scoping meeting will include a presentation of the proposed project and a summary of the environmental issues to be analyzed in the DEIR. Following the presentation, interested agencies, organizations and members of the public will be encouraged to present views concerning what environmental issues should be included in the DEIR. The oral and written comments provided during the scoping meeting will assist the City in scoping the potential environmental effects of the project to be addressed by the EIR. Comments are due to the City no later than January 4, 2016.


Community Open House Materials

On November 18, 2015, the City held a Community Open House to present the designs, strategies, and programs included in the draft Plan. The focus of the session was to better understand what strategies are the most important for the community so the City can develop a focused implementation strategy (e.g., focusing limited funding resources on the most important projects and incentives). The City also created an online survey that mirrored the content and questions from the Open House. 


Draft Planning and Economic Development Policies and Development Framework

In June 2015, the City of Fairfield published draft Planning and Economic Development Policies and a draft Development Framework. These materials reflected community input received during previous workshops and through online comments. They were presented to the community for input during Community Workshop #2 (see below), a Downtown Farmers' Market booth (7/11/2015), and through an online survey (available June 12 and 30, 2015).

On June 4, 2015, the City held a community workshop to present and gather feedback on draft Planning and Economic Development Policies and a draft Development Framework.

On January 27, 2015, the City held a community workshop to kick-off the project and gather community input regarding assets, challenges, and opportunities facing the Downtown and West Texas Street areas.  


Profile Report

In March 2015, the City of Fairfield published a Profile Report that summarizes and analyzes demographic, economic, land use, mobility, infrastructure, and other physical conditions within the Plan Area. This analysis will be used to support the planning and community engagement process conducted during the Heart of Fairfield Plan project (note: additional analysis of environmental conditions, such as noise, air quality, biological habitats, will be conducted later in the planning process).
